Charlton Kacy Cooper is a strategic HR leader with over 20 years of experience across the private, nonprofit, and federal government sectors. He is known for partnering with senior leaders to drive organizational effectiveness, elevate employee engagement, and translate complex people challenges into scalable, results-driven solutions.

Kacy has held key leadership and advisory roles supporting executive teams, leading workforce transformation initiatives, and developing enterprise-wide training and talent strategies. His work is grounded in data-driven decision-making, strong business acumen, and a commitment to building cultures where people and performance thrive.

He is also the author of Between Seasons, a reflective journal created for professionals navigating transition, uncertainty, and growth. Through his writing and consulting work, Kacy helps individuals and organizations find clarity and purpose in life’s in-between moments.

Kacy holds a Master’s degree in Human Resource Management and is a SHRM-Certified Professional (SHRM-CP). He also serves as a Board Trustee for the Western School District, contributing to governance, leadership selection, and educational strategy.
